Botan  
Botan is a portable C++ library implementing a variety of crypto algorithms, such as RSA, DSA, 3DES, AES, and SHA-1, which can be accessed and used in an easy and general manner. In addition, it includes support for X.509v3 certificates, PKCS #8 private keys, PKCS #10 certificate requests, and other PKI related structures.

Crypto++  
Crypto++ is a free C++ class library of cryptographic schemes. Currently the library consists of the list of schemes, some of which is other people's code, repackaged into classes. Crypto++ was designed to be easily portable to a large variety of platforms. From this site you can download those classes and also download different versions of Crypto.

These highly optimized software libraries support rapid encoding and decoding of the widely used Reed-Solomon Error Correcting Codes. Our libraries are available in C or C++ for a range of platforms. VMPC One-way Function and Implementation Homepage  
Describes the one-way VMPC function derived from a very simple transformation of permutations and a Stream Cipher based on it. Presents information on C++ and other language implementations of the function and the cipher.
